as one of the fifteen most
effective legislators in the

Virginia FREE—the

legislative effectiveness
during the 2009 Session.
“The ‘Effectiveness’
rating is the result of an
annual survey of Virginia
FREE member governmental
affairs professionals to
determine, in their informed
opinions, how effective each
legislator is in
accomplishing his or her
objectives in the
legislature—without regard
to the legislator’s position
on business issues.”
Virginia FREE proposes to
provide “the best objective,
non-partisan political
information ever available
to business.” The
rankings are designed to
foster “a well-informed
business community that will
take the lead in electing
legislators who advance free
enterprise and responsible,
pro-business government.”

Federation of Independent
Business (NFIB), “The Voice

to Virginia’s 6,000 small
and independent businesses.
